Gov. Perry Approved $4.5 Million For Donor’s Start-Up Firm Without Oversight Board’s OK

Gov. Rick Perry approved a .5 million award from the state’s technology fund to a company founded by a major campaign donor despite the company’s failure to win the endorsement of a regional screening board, The Dallas Morning News has learned.

The money was awarded in August to Convergen Lifesciences Inc., founded by Perry contributor David G. Nance. Convergen was allowed to bypass a key part of the Texas Emerging Technology Fund’s extensive process for vetting applications, and to proceed for approval to a statewide advisory board appointed by Perry.

A spokeswoman for Perry said Tuesday that the money was properly awarded to Convergen because the law establishing the tech fund allows applicants to appeal decisions by regional reviewers.

However, the law makes no mention of such appeals.

The chairman of the regional board in Houston, one of the state’s largest, told The News he had never heard of an appeals process. Walter Ulrich, also a former member of the tech fund’s statewide advisory committee, said approval by regional boards is mandatory.

“It cannot go to the state without our board’s approval,” he said. “I’ve never seen that happen.”

Walt Trybula, a nanotechnology expert at Texas State University who reviews tech fund applications for the Austin regional board, said the ability to appeal would undermine the process.

“If you’ve got a way to go around a review committee,” he said, “why do you have a review committee?”

And the chairman of the state House committee that oversees the tech fund said the “extraordinary” process that awarded the money to Nance’s firm shows that reforms are needed. “This is the most troubling case that I’ve seen come through” on the fund, said Rep.

Bill White has released this statement:

“Rick Perry uses the governor’s office to benefit his friends, his contributors and himself. The only way to end Perry’s abuses is to elect a new governor. In the meantime the appropriate authorities need to investigate the corruption in the governor’s office right away,” said Bill White.

“I demanded last week that Perry disclose all personal and state financial ties with Mr. Nance and Perry refused. Now we see why. This is a bombshell,” said White

Republicans to Rally at Roundup on Sept 25

Republicans will rally forces in advance of the November elections when they gather for the Republican Roundup, to be held Saturday afternoon at Pottawatomie Park in St. Charles.

The annual event, sponsored by the Kane County Republican Central Committee, will take place from noon to 3 p.m. Sept. 25. Federal, state and local candidates and elected officials will attend.
Keynote speakers for the event are GOP gubernatorial candidate Bill Brady and US Rep candidate Randy Hultgren.

Brady is a small-business owner who has represented the 44th district as state Senator since 2002. Prior to that, he served as state representative for eight years.

Brady is currently Republican Spokesperson for the Senate Insurance Committee, and a member of the Senate Energy Committee, the Senate Environment Committee, the Senate Pensions and Investments Committee, and the Senate Revenue Committee. Among initiatives Brady has sponsored and supported are plans to limit campaign contributions, allow voters to recall public officials, and to bar state contractors from donating to campaigns.

Hultgren has represented the 48th district in the Illinois Senate since 2007. He serves as the Republican Spokesman on the Telecommunications and Technology Committee, and also serves on the Judiciary Civil Law; Financial Institutions; Elections; Labor; and Revenue committees, as well as the Joint Committee on Administrative Rules.

2010 Seen Through Different Lenses: GOP Sees ‘Rebuke,’ While Top Democrat Urges Cooperation

Democrats and Republicans, unsurprisingly, saw the results of Tuesday’s election in starkly different terms. Conservatives were more likely to see in the GOP wave a new mandate to govern from the right. The top Senate Democrat, however, read the message from voters as a greater need for lawmakers from both sides to work more closely together.

The GOP, as expected, won well more than enough seats to recapture control of the House of Representatives but fell short of taking a majority in the Senate. It was the first time since 1930 that a party recaptured one chamber without also taking the other.

Republicans defeated younger Democrats and veterans, alike. Such was the case in Virginia, where Reps. Tom Perriello, a freshman; and Rick Boucher, a powerful subcommittee chairman first elected in 1982, both fell to GOP challengers.

The election will end Rep. Nancy Pelosi’s four-year reign as House speaker, and likely will bring Rep. John Boehner (R-Ohio) in her place.

Republican activist Gary Bauer trumpeted the election as a “referendum on [President] Obama, and the voters have rejected his agenda.”

“There is no spinning the results: The 2010 election is a referendum on Obama and the voters have rejected his agenda of failed stimulus bills, cap and trade energy taxes, government takeovers, union bailouts and socialized medicine,” says Bauer, a former GOP presidential candidate.

“The voters also sent a clear message about what they expect from Washington. By voting for conservative candidates, they are demanding fiscal responsibility, smaller government and more respect for traditional values,” Bauer adds.

But Senate Majority Leader Harry Reid, who survived his own Election Day battle with tea party favorite Sharron Angle, read the mandate differently.

“The midterm elections that just passed were not about political parties and partisan scorekeeping. They were about you: your families, your jobs, your economic security and your future,” says Reid, who will lead a shrunken Democratic majority when the new Congress convenes in January.

“The message that you sent to Washington is that you want Democrats, Republicans and Independents to work together to find the common ground needed for real solutions and real progress. Democrats agree,” Reid says in an “open letter to the American people” posted on the Senate Democratic website. “We understand the frustration felt by all Americans — especially our middle class. We heard you, loud and clear. We’re frustrated too and will continue to fight for what you demand and deserve.”

Voters cited the poor economy and high unemployment as top concerns. Most of those who said they were “very worried” about the economy swung to support GOP House candidates.

Reid pledges Democrats will continue to stand up to “big banks, big oil, those who want to privatize Social Security and other powerful special interests are prevented from taking advantage of you.”

The Nevadan, who was elected to a fifth term, says the GOP takeover of the House means Republicans will now share a greater responsibility for governing — obstruction now longer will suffice.

“And with Republicans securing more seats in both houses of Congress, it is imperative they take their responsibility to offer bipartisan solutions more seriously. Simply saying ‘no’ will do nothing to create more jobs and strengthen our economy,” Reid says.

The blood feast continues, as the guttural yowls of bloodlust continue to reverberate through the ancient ruins. Unmistakably, one can hear the distinct sounds of a skull being crushed to get to the sweet meats within; the cracking of bones, and the slurps as they are sucked clean of their marrow. There is an occasional blood-curdling scream as another victim is thrown to the revelers. Not coincidentally, curdled blood is a featured appetizer on the menu and at the free bar.

Republican celebrations continue. But there is no need to disturb them at their revels. Instead, a reminder, from March 2008, or Bush Plus Seven:

The Difference Between Republicans and Democrats

To a recovering Republican, who cannot fathom the circular firing squad nature of Democratic party politics: There is a fundamental difference in style between the two parties — but they switch sides on issues constantly. (Remember when REPUBLICANS were screaming about deficit spending?)

The Republican Party is run as though  only one heir to the Peacock Throne were available, and all available resources must be marshaled to his (yes, HIS) potential Reign.

The Democratic Party, on the other hand, behaves as a dandelion behaves: chaotic, self-conflicted, no rhyme or reason, floating on the breezes of fad and fashion, but it succeeds from sheer strength of (ofttimes stupid) numbers.

If you had been raised with a bias towards “elegance” (in the engineering sense of least means for greatest effect) then it is bewildering to suddenly immerse yourself in the chaos of Democratic politics.

That’s what took me awhile to get used to when I switched parties in 1988 (having—as it now turns out, ACCURATELY — seen the handwriting on the wall).

But remember this: no lawnmower ever engineered, no defoliant ever formulated, no organization of human industry and coordinated action has EVER yet defeated the humble dandelion.

They’re good in salads, too.

Courage.

2010 Update: They’re screaming about deficit spending again. I guess that 2008 was just too far ago to remember.

Oh, and we held service in Oregon. The legislature is evenly divided, but all congresspersons were re-elected and all state offices went (barely) Blue.

Suck on that, Rove. Oh, and Robert L. Mercer.
